The last statewide election in an odd-numbered year occurred in November 1993, when a state budget deal required approval in a special election. Voters then approved a half-cent increase in the state sales tax and resoundingly defeated a school voucher initiative.
So far this year, just two cities and four districts have placed items on Contra Costa County's Nov. 4 ballot. About as many Alameda County cities and districts have done likewise, leaving about 75 percent of the county electorate with nothing on which to vote.
The recall could change that in more than ways than one. If it leads to an early election, two statewide measures set for the March ballot instead would appear on the ballot with the recall.
Weir had been counting on a slim Nov. 4 ballot to give his staff time to install and test new vote-counting equipment. They planned to finish the job in time for the March election but will step up the pace to get it done for a fall recall election.
